The Scottish government is ploughing £2 billion into it over the next decade and the Economy secretary Keith Brown has predicted it will push innovation and enterprise and potentially transform the country's struggling economy. But critics have accused the government of timidity, claiming that the bank will only have the capacity to "tinker at the edges"... so what difference can it make?
