In 2005, cancer specialist Prof David Kerr was commissioned by the then-Labour Government in Holyrood to conduct an in-depth examination of the NHS in Scotland and produce a plan for the future – the first time clinicians came together to carry out such an investigation, free from political involvement and evidence-based.
