After a year-long inquiry into Special Educational Needs and Disabilities (Send) provision for school children, the Education Committee has published a new report which warns that the system is characterised by confusion, strained resources, buck passing and even unlawful practice. The World At One is following Bellfield Juniors, a primary school in a deprived area of Birmingham, through a full school year to see how it is coping with funding shortfalls. Bellfield has a large number of children with Send, but as Emma Jane Kirby reports, inclusiveness can cost a school dearly.
