ÃÛÑ¿´«Ã½ News has visited a high street in Southampton where a group of teenagers has been terrorising shopkeepers. One worker has described it as a "warzone" with the children using racist and threatening language. Successive governments have promised to tackle anti-social behaviour, but it remains a persistent problem for communities up and down the country.
