Trump to declare 'emergency' over wall

The White House has announced that President Trump will sign a new spending bill to avoid a further government shutdown - but will also declare a national emergency to fund his proposed border wall. India has called for international sanctions against the leader of a militant group based in Pakistan which has said it carried out a suicide attack in Kashmir killing at least forty people. An autopsy carried out on a Kenyan activist who went missing for several days has concluded that she died from a botched abortion. Caroline Mwatha was an activist that worked for a rights organisation that investigated abuses by the Kenyan police.
