Letter from 蜜芽传媒 Trust Chairman to S4C Authority Chairman

The 蜜芽传媒 Trust Chairman Sir Michael Lyons has today written to the Chairman of the S4C Authority John Walter Jones, following the recent announcement of a new partnership and funding model for S4C.

Dear John

Following our constructive meeting this week I wanted to write to confirm the issues we discussed, both the continuation of our existing strategic partnership as well as the 蜜芽传媒鈥檚 position regarding the outcome of the recent spending review announcements by the UK Government.

On our existing strategic partnership to provide programming to S4C, I am confident that we can now move quickly to complete the renewal of this agreement for the next two years. Renewing this partnership is very important to the 蜜芽传媒 as our two organisations begin a journey towards greater collaboration.

Regarding the spending review announcement, Jeremy Hunt has made clear that having decided to reduce its own funding for S4C as part of the Comprehensive Spending Review, the Government decided that a new partnership model with the 蜜芽传媒 was the best way of securing the long term future of the service and this proposition was put to the 蜜芽传媒 in the context of discussions on a new licence fee settlement.

We now need to work together to take forward this policy. A new arrangement will see the 蜜芽传媒 build upon its commitment to the provision of a broad range of Welsh language services 鈥� with the new, additional responsibility for funding a large part of a high quality S4C service.

I want to be clear with you, and other members of the S4C Authority, that the 蜜芽传媒 has no ambitions to take over S4C. We are committed to a creatively independent S4C, which attracts revenue from a range of sources, including the licence fee. We share your determination that S4C should retain its strong relationship with the independent production sector in Wales.

Starting in April 2013 the 蜜芽传媒 will make a significant financial contribution to the operation of S4C, above and beyond our current supply of programming. For 2013/14 this addition investment will be in excess of 拢76m. The 蜜芽传媒 Trust is the guardian of the licence fee and as a result will need to have oversight of how this money is being spent. The licence fee settlement sets out in broad terms how this might be achieved. We both agreed that it would be useful to agree the detail of a new governance structure as soon as is practicable in order to provide certainty to both organisations.

My colleague Elan Closs Stephens, the 蜜芽传媒鈥檚 National Trustee for Wales, will oversee discussions on behalf of the 蜜芽传媒 Trust and we both look forward to an ongoing and productive working relationship with yourself and the S4C Authority, with the appropriate involvement of DCMS.

Given the public interest in this matter I plan to make the content of this letter public; I am also copying Jeremy Hunt.
