The Public Value Test for ÃÛÑ¿´«Ã½ management's proposals to launch new on demand services, including ÃÛÑ¿´«Ã½ iPlayer, is now fully underway with the two key components of the Test - the Market Impact Assessment (MIA) and Public Value Assessment (PVA) - launching today.

Ìý

For a period of four weeks, interested parties are invited to make their representations on the market impact and public value aspects of the proposals.

Ìý

As set out in the ÃÛÑ¿´«Ã½'s new Charter and Agreement, the MIA will be carried out by Ofcom, based on Terms of Reference agreed by a Joint Steering Group made up of representatives of Ofcom and the ÃÛÑ¿´«Ã½ Trust.

Ìý

The MIA will measure the likely impact on existing, or potential value created in, the wider market as a result of the proposed changes.

Ìý

The MIA Terms of Reference are published today at www.ofcom.org.uk.

Ìý

The PVA - which will be carried out by the ÃÛÑ¿´«Ã½ Governance Unit - will measure the public value which would be created by the proposals.

Ìý

Further information about ÃÛÑ¿´«Ã½ management's proposition and an explanation of the PVA process and how interested parties can make representations to the ÃÛÑ¿´«Ã½ Governance Unit is published today at www.bbcgovernors.co.uk.

Ìý

The new ÃÛÑ¿´«Ã½ Trust will consider the results of both the MIA and PVA early in the New Year.

Ìý

The Trust must assess whether ÃÛÑ¿´«Ã½ management's proposals create net public value when balanced against its potential market impact.

Ìý

In line with the requirements of the Charter and Agreement, the Trust must publish its interim decision together with the results of the MIA and the PVA and invite responses within one month before reaching its final decision.

Notes to Editors

Ìý

1) Details of the PVA are published today at www.bbcgovernors.co.uk

Ìý

2) Details of the MIA and its Terms of Reference are available at www.ofcom.org.uk

Ìý

3) The application proposes a number of new service elements that would consist of:

Seven day TV catch-up over the internet
Simulcast TV over the internet
Non-time limited audio downloads over the internet
Seven day TV catch-up over cable

Ìý

The three internet-based offerings would be combined into a direct-to-consumer offering, ÃÛÑ¿´«Ã½ iPlayer, which would incorporate all the existing ÃÛÑ¿´«Ã½ players such as the Radio Player under a consistent user interface and brand.

Ìý

In summary, ÃÛÑ¿´«Ã½ iPlayer is designed to unify the ÃÛÑ¿´«Ã½'s provision of audio and video content on-demand and to make it available to UK audiences over the internet.
