Date: 18.09.2006 The Public Value Test for أغر؟´«أ½ management's proposals to launch new on demand services, including أغر؟´«أ½ iPlayer, is now fully underway with the two key components of the Test - the Market Impact Assessment (MIA) and Public Value Assessment (PVA) - launching today.
For a period of four weeks, interested parties are invited to make their representations on the market impact and public value aspects of the proposals.
As set out in the أغر؟´«أ½'s new Charter and Agreement, the MIA will be carried out by Ofcom, based on Terms of Reference agreed by a Joint Steering Group made up of representatives of Ofcom and the أغر؟´«أ½ Trust.
The MIA will measure the likely impact on existing, or potential value created in, the wider market as a result of the proposed changes.
The MIA Terms of Reference are published today at www.ofcom.org.uk.
The PVA - which will be carried out by the أغر؟´«أ½ Governance Unit - will measure the public value which would be created by the proposals.

The new أغر؟´«أ½ Trust will consider the results of both the MIA and PVA early in the New Year.
The Trust must assess whether أغر؟´«أ½ management's proposals create net public value when balanced against its potential market impact.
In line with the requirements of the Charter and Agreement, the Trust must publish its interim decision together with the results of the MIA and the PVA and invite responses within one month before reaching its final decision.

The three internet-based offerings would be combined into a direct-to-consumer offering, أغر؟´«أ½ iPlayer, which would incorporate all the existing أغر؟´«أ½ players such as the Radio Player under a consistent user interface and brand.
In summary, أغر؟´«أ½ iPlayer is designed to unify the أغر؟´«أ½'s provision of audio and video content on-demand and to make it available to UK audiences over the internet.
