Andrew Neil meets Paul Houston, whose 12-year-old daughter Amy was killed by a hit and run driver Mohammed Ibrahim in 2003. Ibrahim is a failed asylum seeker from Kurdistan, who after serving his sentence wasn’t deported from the UK. And now after killing Amy he married an Englishwoman so a judge has ruled that sending him back to Iraq would breach their human right to a family life.
