The question of whether the West should intervene in Syria has been raised once more with the destruction of the city of Aleppo.

James Rubin, who served in the US State Department under President Bill Clinton, says that failures in Iraq have undermined the political will and the ability of the West to act as a group.

However without intervention in Libya, he told Radio 4's The World At One, the country would likely be in as serious a situation as Syria.
