Rees-Mogg: Planning, not capital, is housing problem
Planning problems stem from a shortage of planning permissions as the current system “is completely gummed up and doesn’t work”, said Jacob Rees-Mogg.
The Conservative MP said: "I don’t think there is a shortage of capital available for housing, I think there is an shortage of planning permissions."
