Philip Hammond has hit back at the OBR over their suggestion that the main gainers of his stamp duty plan for first-time buyers are actually people who already own property.

The Chancellor said that on average one million first time buyers will save an average of 拢1700. Mr Hammond announced in the budget that he was abolishing stamp duty for first time buyers on houses up to 拢300,000.
