The mass exodus of people from Vietnam, Cambodia, and Laos during the 1970s, many of whom perished in overcrowded boats, led to a landmark international agreement. The United States, Canada, France, and Australia agreed to accept hundreds of thousands of refugees. What lessons can Europe learn from that crisis?
