Adam (played by an actor) is a young offender who has received a referral order and must meet his Youth Offending Team (YOT) worker. Luke, the YOT worker, has to compile a detailed report about him for the Youth Offender Panel, which will decide on the terms of the referral order. Over the course of several meetings, Luke looks into the young person's background and home life to see what factors are influencing his offending behaviour. He then refers some of these problems to specialists in the multi-agency YOT team.
